Development of electric passenger transport in the cities of the middle Volga region in the first postwar years


This paper reviews the history of the development of electric transport in the administrative centers of the oblasts in Middle Volga Region during the first five years after the World War II, based on the documents from the federal and regional archives as well as on the periodicals materials. The restoration and extension of tram and trolleybus lines in the city of Kuybyshev, the construction of tramline in the city of Ulyanovsk, and the organization of trolleybus transport in the city of Penza are described. The analysis of correspondence between the local authorities, ministries and government, as well as the reports of transport enterprises and technical designs of construction enterprises enabled the reconstruction of the organization of electric transport lines, and elucidate the causes of their protracted construction. The tram and trolleybus routing largely depended on the terrain and geographical location of major industrial enterprises in the cities. The situation with technical designs was difficult as they were being constantly adjusted. There were attempts to unify the use of the rolling stock where the electric transport was already operational. The local authorities tried to optimize the funding of the construction of transport facilities and provide the necessary repairs of track facilities. The cost sharing between the ministries played an important role in the construction of new facilities and the reconstruction of the existing ones. Many documents reviewed in this paper are introduced for scientific use for the first time.
