This article introduces an important historical document, a 1985 letter to Mikhail Gorbachev written by Anatoly Ivanovich Kitov (1920-2005), one of the leading Soviet experts on computer technology and the author of the pioneering proposal of computer networks (1959). Kitov’s letter presented arguments in favor of the creation of the Automatic System of Control of the Soviet Economy (OGAS) and reviewed the history of the application of automatic control systems in the USSR, which helps illuminate some of the key features of the OGAS project.
